Meta's Threads is a natural step, you won't be able popularize Fedi (or any other similar federation, like, e.g., idk, email?) without commercial instances and overall commercialization. Most of the people got into email on some kind of a commercial service, on AOL, Web.de, WP.pl, regardless. You can't have the scale of Twitter or similar (and if you want Twitter replaced by Fediverse, you want that scale) without monetized instances
