you are a railway infrastructure network operator, with a website where its possible to see current delays of all passenger trains on the network. you see that this we page is being scraped very frequently, what do you do?
a. call it unauthorised access and shut down the page for everyone for a year, reopen and shut it down for 2 days after reopening because it hasn't worked at all and people still scrape the page, and create an article threatening to close it down again if they don't stop
b. create a proper fucking api that doesn't shit itself when it sees requests every 30 seconds and a pricing model (you are a fucking state-owned company, why should that be paid)
