One lesson from tootsite falling is that Mastodon clearly needs some other way for admins to get important information across (maintenance, policy changes, shutting down) because announcements don't cut it

@alison if the announcements actually announced something(scream at you when you open the page/client, send an email), and weren't just this quirky little feature that you can easily miss, it would be great
