how to give an user custom emoji management privs on -Key instances without mod or admin privs?

setting canManageCustomEmojis ... true on the user isn't enough / isn't working.

@jeder I did and unless I mark the role as moderator, the user couldn't access /admin/emojis while having the managable emojis rule enabled.
