fediblock Fedibird issue:
The administrator of fedibird.com have not moderated trans-discrimination accounts for over a year and recently declared that they will "moderate cases that are against the law, but not those that are only controversial."
In Japan, discriminatory statements themselves are not against the law, so their words and actions are consistent.
But I believe it is against Mastodon's policy.

You may not like fediblock, or you may think that you can just block discriminatory users individually instead of fediblock.
I would like to point out that fedibird can continue to have discriminatory accounts there, and the admin of it will not be willing to moderate them and will instead have the admins of other servers on ActivityPub spend the effort of moderating them.
Wouldn't that suck?

There's no such thing as Mastodon's policy. However there's Mastodon Server Covenant which only really applies to servers listed on joinmastodon.org and afaik fedibird is not on there.

Thanks for pointing that out, and sorry for speaking so loosely. Yes, strictly speaking mastodon does not have a policy.
(To begin with, mstdn.jp, which is on the joinmastodon.org list, has clearly had almost no moderation for a long time.)
What matters is what the server admins and users think about it and how they want to create this environment that is not x.com.
