And so does x265. That shouldn't mean we should never improve web video, x264 sucks and I want it to go away.

Firefox embeds dav1d nowadays, a
hilariously fast decoder. If a ten year old Mac can decode a 1080p stream without any issue, I consider it fine.

Youtube already mostly plays VP9. Decoding speed is similar.

In my opinion, at that point, when you are compromising 95 to 98% of the user base for battery life on 10 plus year old devices, I don't know. That doesn't seem logical to me.

What is a low-meat range laptop from 2016? My thinkpad from 2017 that has an i7? My old Nokia fucking 7.2? I don't know. I'm fairly confident that they would play AV1 fairly well while doing whatever?
