yet again the industry is in denial about systemic factors, because proper fixes would require systemic changes they cannot afford. but they can afford to be in denial about this. they have a scapegoat, you see

apparently, however, there are no regulations on how this should be deployed, and as such, due to some kind of "remote control of radio communications" setup on the station, the procedure for the dispatcher to actually activate it when they noticed the train failing to stop in front of the signal... proved too time-consuming to have been of any use
at least there weren't any fatalities because jesus christ
