Ok, now I think what you mean. I'm pretty sure these are not proof-of-payment, but either they close somehow (with a stick, maybe) or they make an alarm if you don't pay. These are close in idea to the Japanese ones to be honest – the user should not be stopped by the gate if they paid correctly (and that's basically what happens if the gates are closed by default)
