essentially, EP23 was a modified ET22 6-axle locomotive (which in turn is similar to EU07 but with 6 axles and more suited to freight trains though it is still as universal as EU07) made to run 160km/h express passenger trains however it wasn't up to scratch and they converted it back to ET22
