@lewd does the Ouigo really count as a EuroCity? I thought you needed an on-board restaurant to qualify or are you using a broader definition

@bovine3dom I guess the dining car definition no longer applies nowadays. The SNCB announced the train as EuroCity and it uses EuroCity rolling stock (I11), has first and second class, for me that's close enough - even though it now appears in schedule as OTC.
