I will also blame polish operators for not doing proper licenses but this quasi public domain "license" that can be barely called a license because it's just a section from the law that makes every single software from abroad freak out because HURR DURR NOT OPEN SOUHHHCE i fucking hate open data situation in this country
there's like one place that I know of that has people that actually know Something and licenses it on cc0 instead of this opaque but equivalent Thing, and it's GZM
theoretically PIC and Polregio also are like this but I am Not Sure
