@jeder I think they want the shutdown process to be super sleek like it is on iPhone and iPad where you just press off and it's instantly off but that doesn't really work on a desktop OS because theres tons of apps that'll alert you or prompt you to save before closing and theres so much more multitasking than you could do on an iPad or iPhone that it just doesn't work the same
