is this due to poverty among the people or a general lack of infrastructure or both? if they're already burning trash they might as well use proper particle filters so they dont get cancer
@alina it's mostly poverty, whoever had money for modernisation, they went with gas/electric heating or city heating which is coal or gas heating anyways
