It's an insane density of population and stops to serve. It really makes Intercity trains feel like glorified interregio which is not a bad thing in itself
I feel like higher speed wouldn't really do much good there but it sure would make reaching and traveling from many smaller towns a lot more annoying with reduced timetable

Also honestly I don't know the financial situation of NS but almost always the ticket sales don't even cover operational costs. Public transport is run at a loss regardless of how expensive it is so I'd say it's hard to expect a simple correlation between price and quality of what you get
In my experience NL still has an extraordinarily good train network tho. Dense, frequent, reliable (except when it snows) and comfortable. It's way better than almost anywhere else in the world really
