As I'm not part of your bubble, I don't get the joke. I'd love to get the joke, however, because while Merz by himself could already count as a joke - depending on who you ask - I feel like this isn't what The Photo is supposed to mean.
So, again, could you please explain it to me or at least link to some examples of "photos of british pms"? Or do you really want to be the prime example of xkcd 2501?
