just looked up how you can avoid the privately-owned railway section when going to the sydney airport - turns out you can get off at the last publicly owned station and change to bus line 420 at coward street
NSW opal travel planner: bus to sydney airport has number 420 and departs at mascot station, coward street, stand B. costs $2.24, including $0.00 station access fee
